Smart Campaigns use country-level targeting for managed Meta delivery.

Create Smart Campaign wizard showing budget and targeting options

Current modes

  • Worldwide uses the broad set of countries currently available to the workflow.
  • Recommended markets applies the current country recommendation shown by the campaign builder.
  • Choose countries lets you manually select included countries.

Fresh campaigns start Worldwide. Recommended and manually chosen modes both persist an included-country list. The old Exclude mode is not available in current authoring; duplicated legacy drafts are converted to an equivalent included-country selection.

Selecting countries

  1. Choose a mode Keep Worldwide, use the recommended set, or switch to Choose countries.

  2. Review the country list Search or browse the countries exposed by the current workflow.

  3. Save the selection At least one country is required when the campaign is not Worldwide.

Provider and regulatory constraints can remove countries from availability. Worldwide therefore means all countries currently eligible for this workflow, not every country without exception.

Editing after launch

Edit locations can appear for Active or Paused, non-archived, non-fixed, non-shop campaigns created on or after January 6, 2026. Provider review or unknown states can still block the action. Campaigns created before the cutoff keep the location action disabled.

Changing countries is asynchronous and does not rewrite historical reporting from the previous target set.
